The project focused on the characteristics of budget negotiations carried out in central administration units in Poland, taking into account the most important characteristics of this type of negotiations, i.e. viewing them as a process, a method of resolving conflicts, a method of reaching an agreement, the mutual dependence of the parties involved and the processes; decision-making, information exchange, mutual exchange and value creation. Moreover, the most important conditions of budget negotiations were isolated and discussed, in particular those of an economic, political, social and legal nature.
The budget negotiation process was defined as all the activities undertaken within them, spread over time and implemented simultaneously, sequentially or cyclically, as well as the resources used in them. The strategy for conducting budget negotiations was treated as a program defining the key goals and principles of implementing the negotiation process, as well as assumptions and expectations as to its course. It includes a scenario of expected events and expected actions and behaviors of negotiation participants. It also identifies the possibilities and limitations of conducting them, resulting from the impact of their sites, the immediate environment and the external environment.
Key types of budget negotiations have been identified and characterized, including both those related to bilateral negotiations and those specific to multilateral negotiations, i.e. those involving a larger number of partners. Moreover, the possibilities and limitations of using individual strategies were identified and their empirical verification was carried out, i.e. their usefulness was assessed, based on case studies of selected and typical negotiation situations.
