Today, public administration, first of all, faces many challenges and problems, both global (e.g. demographic changes, robotization) and national or local, resulting in multiple consequences. Secondly, increasingly greater expectations and needs of individual individuals and social groups are addressed to the state, regional and local authorities and need to be met by the administration at the highest possible level. Thirdly, the administration may be involved in the implementation of ad hoc political goals or particular goals of some social group. These are just examples of issues showing that the goals and tasks of public administration are now becoming even more important than before, and the development of social relations and ongoing changes in the area of public tasks and methods of operation of administration make the category of goals one of the most important – this requires research on the shape and purposes of public administration activities.
