The subject of the research was the analysis of regulatory policy, which must take into account the specificity of producing various types of renewable energy. As part of the research, interviews were conducted among renewable energy producers and its recipients. The analysis included not only the internal organizational structure of selected renewable energy clusters and their subjective potential in terms of personnel and material, but also the conditions of the external environment within which these structures operate. The research included an analysis of the functioning of energy communities, taking into account their potential opportunities and threats.
